For apartments? When I rented I never had inspections. There was just the lease renewal.
Maintenance guys where I'm at change the air condition filters every now and then.

But I have it that they can enter anytime even when I'm not there. Maybe he had it where they can only enter when he's notified or at home.

Police aren't all-powerful. No PD is going to take on that kind of extra casework when they know it's unlikely that they'll come up with anything. The sheer scale of the country doesn't help. It's ridiculously easy to vanish off the map despite all the tech intrusions.
