Too be honest Naruto is one of the best Hokage in Hidden Leaf history. Hiruzen and Tobirama in my opinion are worst than Naruto.
Stats in NarutoI just looked it up and apparently Tsunade is very smart. Kishimoto's data book rates her intelligence as a 5, the highest rating:
Even Sasuke only had a 3.5 intelligence in the last databook which makes Tsunade's rating even more impressive. So Tsunade is as smart or smarter than Sasuke and far smarter than Naruto. Naruto by comparison is dumb as bricks and the dumbest Hokage ever. His intelligence rating is only 3 in the latest databook.

He's like the 1st hokage in a sense. Both were beasts in battle yet dimwitted and goofy. Plus they had the ability to unite people. Lastly both had geniuses as advisors with tobirama and shikamaru picking up the slack.

Sasuke wld be the better hokage but based off his revolution description of hokage he is one. I'm pretty sure they mentioned that in the boruto movie as well (hopefully sarada becomes the first Uchiha one)
It was his dream the whole series.
