That's exactly what it was. At the time, there were no more heels for Nikki to face, so they turned Naomi heel just to feed her to Nikki. Why in the world would you turn somebody heel, make attire change, give them a new theme, and not actually push them?? In a way, it's similar to why League of Nations was created --- solely to feed to Reigns.
