That show jumped the shark the minute he even entertained Laura over Myra. Smart, ambitious, similar interests, better looking, thirsty for the D. Laura was a finger-wave having dunce. Myra had goat genetics and was RICH.

Real talk looking back on it Steve clearly had: no friends throughout the entire series, boundary issues, psychological issues due to his family abandoning him and not wanting him and maybe a little bit crazy and he need heavy therapy.... but since it was the 90s everyone just labeled him a nerd and kept it moving.

Steve also wanted a family and a father figure in his life, so getting Laura in his mind = getting the Winslows. That last episode when he comes back from space it meant everything to him that instead of calling him Carl or Big Guy, he could just call him Dad.
To answer the question of this thread, Laura is easily one of the worst TV villains of the '90s, so definitely Myra.
