He's supposed to be Brazilian, from Sao Paulo...wherein damn near everyone is lightskin....
Also that hairstyle has never been popular in Brazil (was there for 5 years).

Instead, Cac Kaplan went full stereotype, and made him look like a Jamaican with a ridiculous hairstyle. Could've made him look like his VA, but nah, stereotypes are more fun for Blizzard.

Also Symmetra being an Indian tech support is clever, however racist as it may be.
