Of course Nas and Jay-z pretty much will lead the pack. Ghostface and Rick Ross are pretty consistent too. Even T.I. should be on this list. And most definitely Kanye West. Hate all u want the boy been giving us damn good music now for about a decade.

Just as it was just getting good
Shorter peaks of excellence > long periods of above-average to good IMO
I would rather an artist attempt multiple ways to achieve greatness to keep the material fresh (i.e switching up beat styles, content, etc.). Particularly because as the culture progresses and moves in different directions you shouldn't feel the need to cling to one particular style.
As opposed to discovering one great thing (autotune, etc.) and doing it worse as the years go on. RARELY is an artist able to deliver an equal product time after time and have all the records be almost identical. I can't think of one great artist who I felt hasn't had to tweak what they do over time while maintaing their vibe to maintain their status as elite. You can stay true to yourself while trying new things.
