I don't think the last 2 are unlockables because the 25 are base characters. So that leaves three characters that have yet to be shown/confirmed.

Leaked information claims that Shang Tsung, Mileena, and Shinnok are unlockable. It is also rumored that there are six DLC characters in the first Kombat Pack.
