No way. As populations increase; welfare output increases, more reserve capital has to be poured into infrastructure, excessive demand on natural resources increases, increases in crime occur, life expectancy lowers .e.t.c. as you can see over population is a huge issue for governments.

Remember China's 1980 "one child policy"? Population growth was such a problem to the chines government that they declared that all families could only have one child, having over one child was absolutely illegal, you dont employ that type of policy if population controll isnt an issue.

Don't put anything past the government when it comes to population controll.
