He never fully got the foot on the rope. The ref is instructed to count the 3 in that situation. Ref made the right call. But Orton probably was out of it and why he couldn't get the foot on..

When Orton braced for the splash he leaned a bit with his shoulder. Could have been a factor. Not much you can do about that. That's real time forces happening.
