Term limits is part of the problem as well because more times than not people are going to vote who they know. You can apply that to not just election voting as well.

That is the problem. People not being involved/aware of politics, or who they are voting/not voting for. Okay you get term limits but what is the next thing we need to put restrictions on to counteract the low political engagement citizens have?
If you keep voting for people that should be in nursing homes then you probably have other bad voting tendencies that cant be fixed. No amount of laws or resolutions is going to fix idiocy.
