If he was forward thinking, he would have started some public works and job training programs during this period. Also allocated resources to build existing small businesses.
So that his residents were better skilled, with more work experience whenever the program ended, and the state got infrastructure built or repaired.

I would have done that, and if/when the faucet got turned off , the opposition wouldn't have had a leg to stand on.

No need to be forward thinking when the state you're over wants to go back and you got those votes non contested in the bag.
