But look at any city that's had a mass riot that severely impacted businesses. It was allowed to become destitute and then foreign and domestic investors slowly buy it up. Eventually, like a Harlem the local residents will be kicked out and replaced with others.

Yeah those 'less lethal' rubber rounds are called less lethal and not non-lethal for a reason. Whoever said they're supposed to be aimed at the ground so they bounce up and hit people are right. If they're fired directly at people (especially the head) like what some of these cops are doing they can easily kill and maim people.
