I always blame the people who's actions started the riots, not the rioters. There will always people out there that take advantage of tense situations to enact anarchy. The police departments job is to maintain law and order. If their actions instead spark riots then THEY failed at their job. Not the other way around. My mother feels the same way and she had to relocate due to the Detroit riots back in the day.
