State of emergency is formally declared, and military (either pretending to be cops or brought in as reservists) are on the ground. No fly zone is in effect, streets sectioned off... etc

The US doesn't declare martial law or war anymore, it just does the things that constitute those scenereos then denies thats the case because it was never declared.
