Back in the 70's in the South Bronx, "arson" was a huge problem in the area

as it turns out A LOT of those fires were in fact set by slum landlords who in turn collected the insurance money, while the fires were chalked up as arson, and blamed on Black and Puerto Ricans who lived in the area.

All in an effort to get NYC to not invest in the South Bronx

check out this documentary that details some of this - same thing is happening here in Ferguson I believe. The citizens aren't setting all these fires
