Pretty sure you can still use emulators though I haven't loaded any myself. And this doesn't remove dev mode, it's just purging dormant accounts. I'm surprised anyone believed MS would allow this to go in perpetuity.

They dub ur account if u didn’t develop anything for a while. Other way u can use emulation is through the browser but that’s a WAY wacker option than what Dev Mode offered.
