The announcement will get people talking about the next Xbox, which is what MS wants, especially if Bungie shows off next-gen footage.

Both consoles are coming out this fall, it's just that MS will fully unveil their console next month(or before GDC) so this game announcement is just to hold it down before they're ready to do their announcement.
