They are using Azure to develop games from different regions and locations. Same thing Sony and Microsoft are doing

That's not what this is about. It's them using Azure to build out their global, online "super-games."

Which isn't possible on PlayStation because they don't have a cloud that's capable of delivering such content... and they never will

If Microsoft buys sega and puts their games exclusively on Xbox/Pc that’s a wrap for sega. Their games sell best in Japan and the japs aren’t going out to buy Xbox in droves to play yakuza. Sega games in the west aren’t really massive either. They sell best on PlayStation and just like the japs, not many PlayStation fans are going out to buy Xbox to play persona 6.
