Miami Beach is topless but most American girls are too scared for that. If you go to South Beach check out the beach between 2nd and 3rd st. Thats where the locals be.

Those numbers are the official statistical areas. Dade/Broward/Palm Beach is 5.5 million and LA/Long Beach/Riverside is the 17 million.
