If you really want to break this down into fault, it also needs to hang on to the police chief and the city council for allowing the chief to lower hiring standards and ease the background checks. Gotta wait for actual confirmation but this actually makes sense. The vitriol with which they hunted down and tortured that young man FELT personal just coming from the video tape.
