The Police Chief said that she viewed the dashcam from the traffic stop and she stated that the man was not driving recklessly.

The cops were aggressive from the moment that they got to that man's car. He was compliant and did not run until they tasered him. It was the cops that were the aggressors and that is why they were fired and charged with murder. The aggressiveness and lawlessness of the cops indicates why some guys run.
