Current residency is a factor, yes.

In order to be covered by the free health care from here you have to be considered a resident of the province that you live in, for example Ontario requires that you must have lived at the province for 2 years to be covered. If you leave the province for extended period of time you lose your residency.

I'm still in my twenties but I don't believe there's a drastic difference in maturity between a mid twenties and a mid thirty year old women. Hell, some of the biggest IG thots like Ayisha Diaz or a Gemstar or a Pamela Alexandra are in their early to mid thirties.
