The quote you posted was always the case with MegaUpload.

They always provided access to a page where, with their special accounts, they could automatically kill a link that was to copyrighted material that they owned.

The way MegaUpload stored data was that if someone uploaded, say, 50_cent-In_The_Club.mp3 then that file would be saved and stored. If another user came along and uploaded the same file, then in that instance MegaUpload wouldn't save the file, but instead would create a unique link to the original, stored copy of that same file. When a movie studio/record label killed a link, it would only kill a link, the original file would stay on the servers because other links were, well, linked to it. This is because some users had legal and legitimate claims to use and ownership of that file. The auto-kill facility and the legitmate use of some of the files depending the country of use are two of MegaUploads main defences. The movie studios knew this all along and used their kill-ability heavily. Despite this they still turned bytch and leapt at the throat of MegaUpload.

The difference this time is that if they want the ability to kill links they find on the internet then they need to sign an agreement/contract not to sue Mega.

Kim Dotcom is just one of those motherfukkers who will argue his point until you get bored, with the caveat that he's normally correct in what he argues. He's doing this shyt for the :troll:
