Hate to break it to you but this is cap . Those companies failed to deliver free internet to public housing residents so the city opted to go with major isps. Since September public housing residents have been getting cable and internet bills paid by the city thanks to the switch. The choice was wait for those companies to get it together or make the switch and give residents free service now
