those people didn't head for NYC, they were sent there. NYC wasn't getting the federal funds border states were getting to deal with migrants. the city was previously able the "natural" amount of migrants that came here, it's not a surprise they weren't prepared for border states sending migrants directly to them which overwhelmed the resources they had calculated for based on historical data.
