It's chemical plants in a lot of neighborhoods all around the country. This was before the U.S. Government start regulating where warehouse and plant are located. There are still huge chemical plants in current operation in black neighborhoods in Houston and Memphis. Not to sound political, but Red States are less likely to regulate the warehouses and plants in their states.
