No supposedly we were. On top of that multiple terrorists involved were being watched by different letter agencies. 9/11 is a what happens when bureaucratic bullshyt gets in the way of protecting the country. It's a lesson that unfortunately led to the Patriot act. As much bullshyt as the CIA did in the 50s-90s its worth noting there's been a ton of terrorist acts and other shyt stopped recently that you will never hear about. It still doesn't justify the level of spying going on though.
