Sam was on a team that was bankrolled by the government, had a billionaire and a trillionaire on the team, world famous AND he already was a special op for the government and this nikka is BROKE!

He's a contractor not exactly an employee and he has only been doing it for six months. I hope he makes a good rate but it's believable he can't afford to fix a boat at the moment.

6 months as the type of contractor who is doing rescue missions on the border of enemy nations means he's been getting 6 months of fat ass checks.

Black water dudes were making like $15k to $20k a month on the military contracts being handed out at the height of the GW Bush administration's global intervention policy.

So with that type of salary Sam should've been able to get a loan from major banks let alone some tiny bank in whatever podunk town in Louisiana they were in.

Cap I think advocated for amnesty after the infinity war considering him and widow was left plus stark Probably put in a good word within those 5 years I guess...

But the bank thing was racism it had nothing to do with his income. If he is banking that much he should be able just to use his own money and fix the boat.
And like some have previously said before saving the universe he was a fugitive. Maybe those two offset and he isn't making the bank he should be for the work he is doing.
