Being that bio-weaponry would have been apart of the arms race, the Russians clearly have SOMETHING comparable to what created Cap. The only reason not to enhance the Widows is to keep them from being too powerful to stop should they get outta line....

And in that case, you either opt to have squishy assassins or you could give them a version, perhaps one purposely diluted to enhance only the traits you want.

Black Widow as of now has no powers
They could retcon it and say she was slightly enhanced but no she’s never had powers in the MCU
She’s an Olympian level athlete which makes her seem impressive to the average person but if she had to fight cap or Bucky by herself she would have trouble without the toys
