Stuff like the new activities, additional damage types/statuses in gear, and gameplay mechanics that they added.
One of the new activities/events was this spire thing. I'm usually all about verticality and making things more dynamic, but you can't just slap something like that on when the core game itself still has issues with that type of movement for most of the roster. You can go off a wall and the game's tracks you just fine. When you have to jump to climb multiple floors of a tower though while targeting moving things above, below, and behind you? It was always going to be a mess.
And to make that worse, the new enemies had stuff that actively discouraged you from enjoying stuff. Why is there a blinding mechanic from certain enemies that force you to target them or just stare at static indefinitely? Why is there a repulse mechanic that's hard to identify which will damage and throw you back for playing the game as usual? Players are gifted some great set pieces in the DLC - then they ruin those same high points by making you fight irritating enemies in them. Blind.
And the gear elements were never done well. Adding more there without making the existing stuff more intuitive just created an even greater barrier to entry for people who were not feeling the loot game or build diversity options.
I really enjoyed the Wakanda trip. Even the character dlc drops that go off on their own separate marvel universe. That parts always been solid and consistent. The gameplay sandbox team that's *not creating characters* but designing activities, world events, loot, enemies, and new interactions though have no clue what they're doing and prove it again every update.
