NC is red outside of the major cities and we’re extremely Gerry manderedHawaii and North Carolina are most surprising to me. Would’ve assumed Hawaii would be fully legal and how the hell is NC behind SC on this matter?

IIRC they have to change the federal laws allowing banks to work with Cannabis companies first before they can fully legalize.

Because CACs, the states and law enforcement benefit from it being "decriminalized" or only legal at a medical level. You in FL bruh, the medical market is horrible and owned by a few corporate conglomerates. They still arresting those for possession if they don't have a medical card (even still arresting those that do under certain circumstances". You either pay the state for a card/get out of jail free card or you rely on the black market and take your chances.
Politicians are finding ways to get their hand in the pot before they legalize.
They wanna own some farms and production plants and such and get a foothold then they'll legalize within the next 10 years.
