Naw he ran to get rid of something he had on him.He probably realized that they knew who he was so even if he some how escaped that pursuit he was fukked anyway.
He wasn't going to shake them completely in broad daylight without any dipoff spots.

I used to watch COPS as a kid, and when a perp would run, the cops knew he would get tired eventually and catch him. They definitely didn't have their guns out.
Look at how fat them cops are though. Probably the most amount of cardio they have had in a year.
Honestly though, he is very lucky that he is alive. I could this situation turning terrible.
Most are cowards. They're literally trained to be afraid of everything and not hesitate to use lethal force. Knowing all of that you have to be stupid to run or fight them.
