If Bengals would have won by two field goals, that's 6. The 6.5 makes a sense in that scenario.

No, but the tax you have to pay on most books to jump from +6.5 to +7 is usually heavy. It's the same as jumping from +2.5 to +3.

6 and 6.5 provide good value because had the Raiders scored at the end and sent it to OT, they almost certainly couldn't lose the bet (unless the Bengals scored a FG on the 1st drive and then got a fumble or pick six, rather than simply falling down with the ball after the TO)

6 and 6.5 are key numbers and while 7 is obviously better, you pay a pretty premium (juice/vig) to get 7.
