The city and county of Los Angeles has rent control. Rental properties cannot raise rent above 10% per annum, unless the unit is vacant and then only to prevailing rates. I know, I'm a landlord.
However, you can rent your private house out for as much as the market will bear. I plan to do so during the Olympics and leave town.

You know, as much as California is supposed to be this "liberal" state, people there sure do practice right wing tactics probably more than any state in the union.
