I believe they would have to apply for a uniform change a couple years in advance. Here is a Rams executive answering questions about the uniforms:

So I definitely think they'll get a fresh look by the time the stadium opens. Sounds like an updated version of the old L.A. Rams look, which makes sense.

Like I said, they'll be going back to the old colors when they get the chance to. They probably already applied for a uniform change, but it takes time. Hope the NFL will grant permission ASAP.
