I never really considered a PC having a next generation "path" simply because it's ever upgrading and can be constantly tweaked for top end performance.

Saying something is truly next gen is usually in reference to graphics or a experience that can't be experienced on prior hardware.

(GG strive wouldn't be a true next gen fighter simply because it's on ps4 and it doesn't require the latest or even high a end pc to play)

PC and a next gen console is a next gen game.
It doesn't have to be console exclusive but when we see PC and console games it is usually made for the console specs and then upscaled for PC or less frequently developed for PC and scaled down (Cyberpunk disaster).
