No, he had told Harry Reid ahead of time that he wasn't really fillibustering and Reid had set a date for when the vote would occur. Cruz got up there and decided to talk for 21 hours before the time the actual vote was scheduled. No one ever actually expected a fillibuster. That's why it was stupid posturing at its finest.

I work as an IT contractor for a couple of agencies in DC. If the government shuts down, we are not allowed to go back to work since we are not deemed as essential, so we will probably have to take our vacation time while the government is shut down.
It sucks because we have a contract that runs till the end of 2014 but while the government is shut down, we can't work and get paid.
