Shane had heat with WCW all the way back from when he was in the Dynamic Dudes, but WCW ended up hiring him back anyway. I mean I don't really care anyway, Shane just sucks.

No they would have JR said it himself and Prichard said no one would’ve been against it. He was just still under contract with WCW because he didn’t quit with everyone else and WWE didn’t want to get into legal trouble

I doubt Vince saw any value in him. That’s the main reason. Vince will mend fences with almost anyone he can make money with. He didn’t see Douglas as enough of a draw to make up for whatever baggage.
