Besides, just the staggeringly bizarre way he rolled this out, on a promo tour for a movie, he barrels into some dark tale of blood, rape, and sexual violence, the racism is in two key places.

The very premise that wanting to attack members of a race, because simply someone who was roughly the same race wronged you, is entirely racist. Whether black, Lithuianan, whatever. That is what he should apologize for, but he truly doesn't get it, and segues into "well, I could have been killed too"

Well, maybe. But, if you simply attack, or provoke, a random citizen, (assumedly not carrying a weapon) into attacking you, and then beat him with a concealed weapon, he doesn't really have much of a chance? But the implicit message is that the black people were dangerous for simply being black, in a black neighborhood. If they would have killed him, it would have been in self defense!
