Luger to me is up there with the most underrated wrestlers ever. He was also one of the most fukked over by booking. Between Flair refusing to lose the title to him for years, to finally getting the title and immediately being turned heel. The whole WWF run of them not having him with the title at Summerslam and then the back and forth face turns when he got to WCW. Then having him lose the title so quick once he got it.
