I'm not a fan of changing definitions to fit political agendas which I believe this conversation in general attempts to achieve. If someone is being a racist prick, there really isn't any excuse unless they are being actively oppressed by said people, then it can be understandable (notice the lack of moral judgment in this term).

However, at least semantically speaking, yes black can. The next question is, how much of consequence is it if they are compared to say the dominate majority group. Then I agree, blacks as a whole "racism" is mostly of little consequence and also is in response to what I said about, active oppression. We don't hold the majority in politics, businesses, and dictating social and cultural mores. If whites collectively decide to implement social policies and stigmas based on racism against blacks, it will have much more real tangible effects as a collective on blacks than vice versa. The dynamics in this country does not allow blacks to make sure whites remain unemployed, segregated, and treated as second class citizens.
