Generally speaking (like 90% of the time) when people say coloured they mean black-white admixture. This woman (who conspicuously looks part black, but that's besides the point) is an example of what you're talking about, but trust me (I'm of Zimabwean/Malawian heritage, where the term also applies, and happen to know a good deal of coloured people) when people say coloured they almost always mean some variation of mulatto.

I went to college with a chick who was born in the Philippines to a Filipina mother and a French father and she looked mulatto. I was surprised when I found out her background. Vanessa Minnillo is half white and half Asian and does she look any different from Lesley Brandt? I know mulatto people who look Indian. Genetics are just weird sometimes.

Look at Rita Ora both of her parents are European, but she looks mulattoish.
