You trying to use 3 year runs to compare with Lauryn's 98-99. What she accomplished in one year wasn't matched by either of those artists. And probably never will be ever by anyone in Rap

Pac and DMX dropped 2 number 1 albums in one year.

Anyone alive in during that period knows Lauryn ran it. If I'm not mistaken, her one album outsold both X albums. She had a #1 single on Billboard with "Doo Wop". She also graced the covers of The Source, Rollingstone and Time. Only one other Hip Hop artist has ever covered Time and that was Kanye. Lauryn transcended the realm of Hip Hop that year.
