So according to you the proper reaction to the fact that underresourced sections of the city ain't getting enough funding is to give them even less?

The distribution of funds for Medicaid, SNAP, Section 8, Head Start, even roads is in part determined by census counts. When Covid funding got dumped all over, census counts determined how much went to each community. When schools needed relief, how much money went to schools in each locality was determined by the census.

Trump put a guy in control of the census who explicitly was trying to reduce the count as much as possible, especially the count of black and brown folk. This been known and the NAACP sued them since like 4 years ago. That a$$hole purposely avoided reaching out when possible in order to reduce counts, shut down early to reduce counts, used Covid as an excuse not to reach out more.

Many states and cities do their own outreach because it matters so much to their funding. That can include knocking on doors. Someone in the thread already pointed out that NYC did a ton of work in that regard. But it depends on your state and your city whether they gonna do that.

It also depends on the individuals and whether they do the work to fill out their census form or get lazy about it or spread conspiracy theories.
