FEAR one of the most powerful weapons. If he really wanted to kill the officers on the list, he would've did it silently, not make it public. That was never the real plan. This way, he inflicts more damage. If they never find him, all those who he named (nor their families) will ever live a settled life. Plus, he is draining LAPD's manpower and finances. He had the escape route planned for four years. This dude is winning.
