He won't be stripped of his titles. The USADA is after him, not cyclings governing body. The International Cycling Union actually AGREED with him a few weeks back that the USADA didn't even have the authority to do this.
He won't be stripped of titles with no failed drug tests. The ICU and Tour officials (even though I'm sure they'd love this shyt) won't do it, as mentioned earlier, there's no one "clean" to inherit the titles and it'd be a giant clusterfukk.
I'm inclined to believe this will just give the USADA an empty victory as they can't really do shyt to him at this point.
