Moe Dee is one of the best technical rappers of all time and to be honest when he made that list a lot rapper's careers were in different places. Also too like I said in another thread, he places a lot of on the performance aspects of MCing. I like that he's getting shine on here though, he was my favorite rapper as a kid.
