Bundy was a draw. I saw him in the 90's as a kid many times, clearly past his prime. He still filled the arena due to being King Kong Bundy.

The first live event I ever went to the Main Event was Hogan vs Bundy. I was barely getting into wrestling at that age but that show hooked me for life.

Bundy was a great draw with Hogan, but Hulkamania was "running wild" before that. well before that

Back then - before you knew this was scripted if you were lucky enough to be young then - you thought he was definitely one of the baddest, meanest dudes Hogan ever ran into and you weren't sure how Hogan would ever make it out of a cage with King Kong Bundy at Wrestlemania... especially with bruised ribs. And when Hogan came out with the tape around his ribs.. you thought it was over for sure. Like @Nintendough said he played a huge role in building Hulkamania into what it became.
