I mean if that were the case and he meant it in that context it would be one thing. But he didn't say 'men would still find ways to get off sexually', which would imply simply jacking off or idk, finding warm melons to 'fukk'. He explicitly mentioned underage boys being used for sexual gratification as an alternative or substitute.
