They are in a unique situation where they have 2 logical winners in Sami & Cody
If Sami is in the rumble he should win
If not then Cody should win
If Sami is not in the rumble fans may boo who ever wins no matter if it’s Cody
How this is going to play out is why I love the Royal Rumble

They've booked themselves into a corner and the Rumble winner will absolutely be shyt on if they don't make it abundantly clear no member of the Bloodline is participating but at the end of the day current Sami Zayn is absolutely not the guy to beat this version of Roman Reigns
